Unmobilized Members.

The training of unmobilized members continue.

in the normal manner and is undertaken by mobilized officers assisted

by Petty Officer Instructors provided by the Commodore.

It has not been found practicable to mobilize any European Seamen Ratings firstly because many of them hold "Key" positions and

secondly because the pay provided would be inadequate to support their families. They are in reserve against an emergency when the entire

man-power of the Colony might be mɔblized.

I acknowledge my dependence on the Commodore, members of his staff and departments for guidance in the many problems that arose particularly in the early days of mobilization and I also acknowledge the ready assistance that has at all times been placed at my disposal.
